The poor performance of BharatNet been questioned by CAG

The PM-WANI Public Wi-Fi policy plans to empower virtually one crore Public Data Creation Centres to offer Wi-Fi broadband service. The project has planned to establish 2 million hotspots by the end of 2021.
This includes various small and big retail outlets, even local kirana stores. At the same time, BharatNet project was slated to be completed by 2019, but by then only a handful of panchayats had been connected.
Sources said, CSC, has failed to provide 10 Mbps of Internet speed through Fibre-to-the-Home (FTTH) connections to state institutions such as hospitals, schools and police stations as mandated.
In a 94-page draft report, the Comptroller and Auditor General of India (CAG) said that despite a huge payment to CSC, the maintenance of cable and other infrastructure was not found efficient in various circles which resulted in a poor quality of service at a gram panchayat or village block level.
Following the new arrangement, a payment of Rs 386.42 crore and 116.50 crore was made for a period of July 2019 to December 2020 to CSC under the Ministry of Electronics and IT (MeitY). However, the finding further noted that "the USOF could not impose a penalty" on CSC for delay in completion of BharatNet work.
USOF is a Rs 55,000-crore strong state reserve for the bridging the digital divide, and is also funding the ambitious BharatNet project that aims to connect 2.5 lakh gram panchayats or village blocks encompassing more than 6 lakh villages across India.
The report says, In states such as Madhya Pradesh, Andhra Pradesh, Gujarat and Maharashtra - the physical verification was not upto the mark, the national auditor pointed out, citing the example of Madhya Pradesh where only 3% or 372 village blocks were inspected out of 12700, and merely three inspections were conducted in Gujarat.
Separately, Bharat Broadband has also sought action on CSC's field units for substandard workmanship.
Even before the country is ready for 5G services, high-speed fiber is in every corner of the country. The audits of the expenses department of the government, CAG, has dealt a blow to DoT and CSC both with regards to the poor service, the slow rollout, and multiple issues which have plagued the BharatNet project.
