EC reaches out to TCIL for analytics-based monitoring of polling booths

The Election Commission of India (ECI) has sought help from the state-run Telecommunications Consultants India Limited (TCIL) to develop an analytics-based system to monitor polling booths for any suspicious activity, and analyze behavior and conduct of voters. "The Election Commission wanted to do analytics-based monitoring of people coming to polling stations by profiling them for their behaviour and conduct as well as the time of stay,” Sanjeev Kumar, Chairman, TCIL said.
TCIL is a telecom engineering firm under the administrative control of the Department of Telecommunications. The state-owned firm, however, as a preliminary step, would undertake a proof-of-concept (PoC) at multiple polling locations following the ECI approval. The move have come on the backdrop of an autonomous body receiving multiple complaints pertaining to electoral mismanagement and booth capturing.
The telecom engineering firm believes that following the feedback from ECI, further progress could be made, and the firm expects the ECI to award the contract to it on a nomination basis for upcoming state assembly polls and general elections in 2024.
The official said, “I believe that polling machines should have a GSM module so that they can transmit encrypted data to a central server, and that can only be read in the presence of polling agents nominated by political parties”.
TCIL is a profit-making firm which has reported standalone revenue of Rs 1749-crore in 2020-2021, and paid Rs 21-crore dividend to the government last month.
